The issue began when Film Hurricane made the footage it shot freely available for public use. However, multiple users downloaded large volumes of this free footage, uploaded it to various stock material platforms and websites, labeled it as their original work, and sold the footage directly for profit. This behavior went against the original intention of Film Hurricane’s free material sharing, so Film Hurricane added commercial restrictions to its terms of service, and will proactively intervene in behaviors that harm consumer welfare. Use for self-media content and advertising remains unaffected.
Several Bilibili users launched repeated attacks on Film Hurricane’s cloud server, causing hundreds of thousands of yuan in losses (it is speculated that CDN traffic was exhausted, resulting in hundreds of thousands of yuan in overage fees…). One Bilibili user responsible for the attack was eventually identified, and since the user is a student, Film Hurricane chose to cover the loss itself.
